In response to South Africa's need to ensure that the pay structures of its’ public services were free from bias, a job evaluation exercise was commissioned working with NorthgateArinso Reward solutions.

Background
In the years immediately following the removal of apartheid the Government of South Africa had a pressing need to ensure that the pay structures of its’ public services were free from bias. In order to do this they undertook a job evaluation exercise with funding from the UK Overseas Development Agency and a joint consultancy / software team from KPMG and NorthgateArinso Reward Solutions.

Solution
The job evaluation scheme was developed in 1996-1997 using a panel of South African Public Service staff / management and Union representatives. Over 1,000 Benchmark Jobs from across the entire public service, covering 50+ government departments (including the Department of Health) and the 9 provincial administrations were selected. All health service jobs were included in the exercise.

NorthgateArinso Reward Solutions was involved in:

  • Design and computerisation of the on line job analysis questionnaire;
  • Translation of the job evaluation panel’s manual evaluation standards into computerised form
  • Design and computerisation of an automatic crosscheck facility;
  • Testing the Job Evaluation system on further Benchmark Jobs and reviewing results with the job evaluation panel;
  • Production, testing and documentation of the final PC based Job Evaluation system;
  • Ongoing support of finished system to the present day.

Outcome
The system was installed in 1997 and is currently used at over 100 locations within South Africa and is applied to approximately 900,000 public sector employees.
