The Greater London Employers Association (now the ALG) invited NorthgateArinso Reward Solutions to computerise their manual scheme. The computerisation process was to be undertaken in such a fashion that it would faithfully and transparently reproduce the standards of the manual approach.

Background
The Greater London Employers Association (now the ALG) invited NorthgateArinso Reward Solutions to computerise their manual scheme. At that stage the scheme consisted of an ‘open’ job analysis questionnaire and a set of written factor level definitions. The computerisation process was to be undertaken in such a fashion that it would faithfully and transparently reproduce the standards of the manual approach.

Solution
The GLPC Job Evaluation (JE) scheme is an 11 factor analytical job evaluation scheme. An update of the former GLEA JE scheme was developed jointly by London local authority employers and unions. The Equality and Human Rights Commission was consulted at various stages to ensure that it conformed to equal value best practice. Over 1,000 test evaluations were conducted to validate the results. In its manual form the scheme has been adopted by 31 London Borough councils and a number of councils across the rest of the UK.

NorthgateArinso Reward Solutions was involved in:

  • Design of an on screen job analysis questionnaire which could capture the information stored in the paper based ‘open’ questionnaire
  • Formulation of rules which would link the on screen questionnaire responses to the evaluation standards
  • Computerisation of the on screen job analysis questionnaire and rules
  • Design of a series of features which enabled users to see a clear link between information entered and the standards achieved
  • Production, testing and documentation of the final PC based Job Evaluation system
  • Training end users in the operation of the software

Outcome
The computerised GLPC system has currently been delivered to 40 local authorities.
